matters of public morals, health, safety, welfare, and the
like; it is that general and well-settled public opinion
relating to man's plain, palpable duty to his fellowmen,

constitutional liberty. The liberty guaranteed under
the American system of constitutional government;
a very broad and extensive concept, embracing not
only freedom from physical restraint, but the right
of man to be free in the enjoyment of the faculties
with which he is endowed by the Creator, subject
only to such restraints as are necessary for the com-
